Katie brings over a decade of experience in education policy, specialized in the technical and strategic design of state-level assessment and accountability systems. Most recently, she served as the Deputy Superintendent of School Performance and Support at the Virginia Department of Education. During her tenure, she was instrumental in supporting the Virginia Board of Education through the development of a brand-new accountability system designed to better measure and drive school success. Prior to her work in Virginia, Katie held several national leadership roles focused on helping states bridge the gap between policy and practice. At NWEA, she served as the Senior Director of Policy and State Engagement, providing technical assistance to state partners on assessment policy and strategic planning for "through-year" assessment solutions. Previously, as the Program Director for Accountability at the Council of Chief State School Officers (CCSSO), Katie led the organization’s ESSA state plan reviews and spearheaded a national report card program that supported over 40 states in transitioning to more transparent, student-centered accountability and reporting systems. Katie holds a master’s degree in Measurement, Evaluation, Statistics, and Assessment from the University of Illinois Chicago. Katie started her career as a preschool teacher/pre-K teacher in Washington, D.C.

What I Do

Work to ensure students attend schools held to high expectations and receive the resources they need by supporting PIE Network’s programming on assessment, accountability systems, and education funding.
