The objective of the Texas Institute for Education Reform (TIER) is that every child in Texas will graduate from high school fully-prepared for college/career success as well as responsible citizenship. Our mission is to enable Texas public school to meet this objective through educating public opinion leaders of the urgent need to adopt and implement the next level of transformational reforms in the following issues: academic accountability, academic standards, assessment, career and technology education, competition and choice, educator quality, financial accountability, reading and literacy, and structural deregulation.

“In light of the budgetary pressure, our top priority is to preserve programs that drive student achievement in this state, such as teacher incentive pay and other grant programs,” says Andrew Erben. “We hope that some good comes out of the existing budget crisis by helping the state re-prioritize public policy on education.

  • Though the Texas Legislature was not in session in 2010, the Texas Institute for Education Reform (TIER) advocated successfully for Education Commissioner Robert Scott to include a college- and career-readiness measure when rating schools.
  • TIER adopted a new, ten-year business plan mapping out a plan for growth and six priorities: ensuring Texas ranks in the top five states in post-secondary readiness by 2020, promoting differentiated pay for educators, expanding competition and choice through charter schools and other innovative programs, improving education data systems, streamlining state bureaucracy, and holding districts and schools accountability for financial stability and cost savings.
